NEW WORLD ALLIANCES

PREAMBLE:

We, the New World Alliances (NWA), recognizing the divine, inherent, and inalienable rights of

all individuals to cultivate, trade, and distribute food free from undue interference, hereby establish

this ordinance to protect farmers, small holdings and domestic food growers, agricultural workers,

food distributors, and consumers globally.

This ordinance is founded upon universally God-given inalienable human rights, natural law, sacred

teachings, and established international legal frameworks to uphold food, water and agricultural

sovereignty as a fundamental pillar of human freedom and survival.

Recognizing that the farmer is the foundation of civilization and the guardian of life, the New World

Alliances (NWA) hereby enacts this Farmers Protection Ordinance GFPA 2025 to ensure the

sovereignty, immunity, and perpetual security of farmers, their families, their land, their

homesteads, their livestock and pets, and all biodiversity under their stewardship.

This ordinance asserts that any action against a sovereign farmer’s land, produce, intellectual

property, or livelihood shall be considered a violation of international law, an act of war under

Article 51 of the UN Charter, and an attack on God-given inalienable human rights as per multiple

legal, historical, and spiritual precedents.

STRATEGIC NOTE:

This ordinance may also serve as a Global Charter/Treaty on Food Sovereignty, providing a

framework for international adoption, phased associates and allies, and enforceable protections.

ORDINANCE GFPA 2025

This ordinance is irrevocable, non-negotiable, and binding. It shall remain in full force and effect

for a period of sixty (60) months – from 02 April 2025 through 02 April 2030 – with the registered

issuance of honorable diplomatic immunity duly acknowledged and respected under applicable

laws.

Article I – Scope of Authority

All institutions, governments, foundations, corporations, and all individuals employed within them

are hereby mandated and ordered to comply with this ordinance. Compliance must be in effect

immediately and no later than 23 October 2025.

Such compliance includes the full recognition, respect, and honoring of the God-given inalienable

rights of all human beings, without exception.

Article II – Immunity and Protection

Any farmer, agricultural worker, or individual holding an officially issued Earth, Food, & Water

Sovereignty Stewardship Alliances (EFWSSA) membership card under Section VII, Article 7.1 of

the ordinance of the New World Alliances and/or certification under this ordinance shall be given:

Full immunity as defined by the ordinance.

Comprehensive protection of rights, property, and livelihood.

Recognition and safeguarding under diplomatic protection mechanisms.

AND DISTRIBUTION

1.1 Recognition of Food Sovereignty

Every individual, family, and community possesses the God-given inalienable human right to:

grow food,

harvest crops,

store and preserve agricultural produce,

trade seeds and foodstuffs, and

distribute food locally, regionally, and globally.

This right shall not be infringed upon by corporations, governments, financial institutions, or

international entities seeking to monopolize, patent, privatize, or restrict food production and

distribution.

Food sovereignty is hereby declared a fundamental God-given inalienable human right and divine

mandate, essential to freedom, dignity, and survival.

1.2 Legal and Ethical Foundations

This ordinance draws upon the following legal, lawful, loreful, ethical, and spiritual authorities:

Universal Declaration of Human Rights (UDHR, 1948), Article 25: affirms the right to

adequate food, health, and well-being.

International Covenant on Economic, Social, and Cultural Rights (ICESCR, 1966), Article

II: recognizes the right to adequate food and obligates states to take proactive measures to

combat hunger.

UN Declaration on the Rights of Peasants (UNDROP, 2018), Article 15: protects the right

to food sovereignty and ecologically sustainable production.

The Holy Bible (Genesis 1:29): “I have given you every herb bearing seed… and every tree,

in which is the fruit of a tree yielding seed; to you it shall be for meat.” — affirming divine

intent for humanity’s free access to food and seed.

The Magna Carta (1215, Clause 61): enshrines the right to self-determination and economic

independence, including the natural right to sustain one’s household and community through

agriculture.

New World Alliances (NWA) African Charter on Human and Peoples’ Rights (1981), Article 21: guarantees peoples’ right

to freely dispose of their wealth and natural resources.

Convention on Biological Diversity (1992) & Cartagena Protocol (2000): affirm

precautionary principles, ensuring biodiversity protection and the free use of natural

resources.

1.3 Protection of Small and Independent Farmers & any Food Grower

Governments, corporations, and international institutions shall not impose restrictions, taxation

regimes, or policies that disproportionately harm:

backyard food growers,

small-scale farmers,

large-scale farmers,

indigenous agriculturalists, and

organic and regenerative food producers.

The following practices are hereby declared protected rights under international God-given

inalienble human rights law:

Seed-saving: Farmers have the right to store, replant, and share traditional seeds free from

criminalization or patent coercion.

Natural and regenerative farming: Sustainable agricultural methods that protect biodiversity

and soil health shall be safeguarded from interference by industrial agribusiness or synthetic

mandates.

Indigenous agricultural knowledge: Ancient and traditional farming practices shall be

respected as cultural heritage and vital contributions to ecological balance and shall not be

interfered with.

Legal Backing

FAO International Treaty on Plant Genetic Resources for Food and Agriculture (2004):

affirms farmers’ rights to save, use, exchange, and sell farm-saved seed.

UNDROP (2018), Article 19: guarantees farmers’ right to maintain, control, and protect

traditional seeds.

ILO Convention 169 (1989): protects the land and resources of indigenous peoples against

exploitation or coercion.

Rome Statute of the ICC (1998), Article 7: criminalizes systemic acts that deprive

populations of their livelihoods and survival resources.

FREEDOM

2.1 Right to Free and Fair Trade

No nation, corporation, or trade agreement shall impose sanctions, tariffs, embargoes, or restrictions

that deliberately hinder the free movement of food across borders or obstruct access to agricultural

resources.

Any economic sanctions that intentionally cause food shortages or restrict agricultural commerce

shall be classified as crimes against humanity, prosecutable under:

The Rome Statute of the International Criminal Court (1998):

Article 7: Crimes against humanity, including inhumane acts causing great suffering or

deprivation of essential resources.

Article 8: War crimes, prohibiting the starvation of civilians as a weapon of war.

Geneva Conventions (1949) & Additional Protocol I (1977), Article 54: prohibits attacks on

objects indispensable for survival, including food and crops.

Universal Declaration of Human Rights (UDHR, 1948), Article 25: affirms the right to

adequate food, clothing, and health.

International Covenant on Economic, Social and Cultural Rights (ICESCR, 1966), Article

II: establishes the right to adequate food and obliges states to ensure freedom from hunger.

Trade freedom in agriculture is thus a protected right under humanitarian and international law.

2.2 Prevention of Monopolistic Control

The consolidation of monopolistic control over food production, distribution, or seeds is expressly

prohibited.

Legal and Moral Foundations

Sherman Antitrust Act (United States, 1890): prohibits monopolies and anti-competitive

practices in commerce.

European Union Competition Law & Global Antitrust Statutes: safeguard against market

manipulation and ensure fair competition.

right to seeds, protecting traditional practices from corporate monopolization.

FAO International Treaty on Plant Genetic Resources for Food and Agriculture (2004):

protects seed sovereignty and biodiversity from intellectual property restrictions.

Convention on Biological Diversity (1992) & Cartagena Protocol on Biosafety (2000):

ensure that GMOs and patents cannot override community rights and environmental

sustainability.

Application

GMO patents shall not be weaponized to suppress traditional agricultural methods,

criminalize seed-saving, or enforce dependency upon corporations.

Any corporation or institution found guilty of enforcing seed monopolies or coercive patents

shall be subject to asset seizures, sanctions, and dissolution under international antitrust law.

2.3 Emergency Food Access Protections

In times of global or regional food crises, all embargoes, tariffs, or trade restrictions on essential

foodstuffs are declared null and void under international humanitarian law.

Legal and Moral Foundations

Geneva Conventions (1949) & Additional Protocol I (1977): prohibit the starvation of

civilians and restrict actions that obstruct humanitarian food relief.

Rome Statute of the ICC (1998), Articles 7 & 8: classify deliberate obstruction of food

supply in emergencies as crimes against humanity and war crimes.

Universal Declaration of Human Rights (UDHR, 1948), Article 25: affirms the right to food

in all circumstances.

UN Sustainable Development Goal 2 (2015): commits states to achieving food security and

ending hunger globally.

Decentralized Solutions

Decentralized, community-based distribution networks shall be prioritized over vulnerable

centralized global supply chains that have failed to protect food security.

Local resilience, regional cooperation, and fair-trade alliances shall ensure emergency food

access beyond political and corporate interference.

It is hereby declared that restaurants, schools, and community centers shall retain the right to

purchase and serve foods sourced directly from local farmers and food growers. Any prohibition of

such practices, including corporate mandates requiring exclusive use of industrially produced food,

is unlawful and void. The farm-to-table concept is to be preserved as a matter of consumer choice

and cultural sovereignty, rather than corporate dictate.

AGAINST OPPRESSION AND COERCION

3.1 Protection Against Unjust Land Seizures

No government, international financial institution, or corporation shall unlawfully seize land under

false pretenses, whether by declaring eminent domain, manipulating debt restructuring, or

disguising corporate land-grabs as so-called “green initiatives.”

Such actions shall constitute crimes against humanity and may be referred to the International

Criminal Court (ICC) for prosecution or other prosecutorial organizations or institutions.

Legal and Moral Foundations

Universal Declaration of Human Rights (UDHR, 1948), Article 17: affirms the right to own

property and prohibits arbitrary deprivation of property.

International Covenant on Civil and Political Rights (ICCPR, 1966), Article 1: affirms all

peoples’ right to freely dispose of their natural wealth and resources without interference.

UN Declaration on the Rights of Indigenous Peoples (UNDRIP, 2007): protects indigenous

communities against forced displacement and land theft under the guise of development or

conservation.

African Charter on Human and Peoples’ Rights (1981), Article 21: affirms the right of

peoples to free disposal of their natural resources and protection against exploitation.

Rome Statute of the International Criminal Court (1998), Articles 7 & 8: classify forced

displacement and deprivation of resources essential for survival as crimes against humanity

and war crimes.

Allodial Title Reinforced

The principle of Allodial Title—true, sovereign land ownership free from external liens or

interference—must be upheld.

No debt instrument, corporate policy, or governmental decree may supersede the God-given

inalienable human right of individuals and communities to their land, inheritance, and sacred

territories.

New World Alliances (NWA)3.2 Resistance to Forced Industrialization of Agriculture

No small, or mid-scale, or large farmer, or backyard grower shall be coerced, pressured, or mandated

into:

adopting synthetic fertilizers that harm soil and ecosystems,

planting genetically modified crops (GMOs) against their will, or

submitting to non-sustainable, extractive agricultural practices that erode biodiversity,

sovereignty, or food security.

Such coercion is prohibited under binding international law and universally recognized declarations,

including but not limited to:

Legal and Moral Foundations

The Nuremberg Code (1947), Article 6, Section 3: Prohibits coercion in any form of

experimentation, including medical or agricultural. The forced imposition of genetically

modified seeds, pesticides, or experimental fertilizers constitutes non-consensual

experimentation upon populations, thereby violating natural and international law.

UN Declaration on the Rights of Peasants (UNDROP, 2018)

Article 15: Right to food sovereignty, healthy food, and ecologically sustainable

practices.

Article 19: Right to seeds, and protection from contamination, coercion, or corporate

seed dependency.

Universal Declaration of Human Rights (1948), Article 25 affirms the right of every person

to adequate health and food, which extends to freedom from corporate or governmental

coercion into harmful or experimental practices.

International Covenant on Economic, Social and Cultural Rights (1966), Article II:

Recognizes the right to adequate food and requires governments to respect farmer

sovereignty.

Convention on Biological Diversity (1992) & Cartagena Protocol on Biosafety (2000):

Require precautionary principles regarding genetically modified organisms (GMOs),

protecting biodiversity and ensuring informed consent of communities and states before

GMO introduction.

FAO International Treaty on Plant Genetic Resources for Food and Agriculture (2004):

Protects farmer seed sovereignty, traditional practices, and prohibits undue dependency on

patented or monopolized seed technologies.

The Stockholm Declaration on the Human Environment (1972) & Rio Declaration (1992):

Recognize the precautionary principle and the obligation to protect ecosystems from

industrial harm.

Freedom of choice: Farmers retain the God-given inalienable human right to choose natural,

traditional, and sustainable farming methods without interference.

Prohibition of coercion: Any government, corporation, or institution attempting to impose

GMOs, pesticides, or industrial methods without consent shall be in violation of the

Nuremberg principles and guilty of agricultural experimentation without consent.

Accountability: Those responsible may be prosecuted under:

The Rome Statute of the ICC, for crimes against humanity when coercion causes

systemic harm.

The Global Magnitsky Act and equivalents, for sanctioning individuals and corporations

complicit in coercive agricultural practices.

Protection of members: Holders of the New World Alliances’ Earth, Food & Water

Any of the following deliberate acts shall be defined as economic warfare and prosecuted as a crime

Farmers retain the sovereign right to recondition and regenerate their soil through natural

remediation practices, including but not limited to composting, cover cropping, probiotic and

microbiome restoration, and the reintroduction of minerals leached through chemical dependency.

These rights are guaranteed regardless of government or corporate interference, ensuring that

farmers can restore soil to a healthy, nutrient-rich condition, thereby producing food of high mineral

and vitamin content, free from contamination, and profitable without corporate manipulation.

3.5 Synthetic Chemical Prohibition

Synthetic chemicals are hereby recognized as primary contributors to the destruction of soil
